The main objective of the project was to develop a countrywide Flood Management Master Plan for the Republic of Moldova. This Master Plan provides a phased investment programme of flood management measures for rivers in Moldova covering both a 20-year period and a Short Term Investment Plan covering the next seven years.
The Master Plan was developed in the following main stages:
- Preliminary Flood Risk Assessment (PFRA) covering all 12,000 km of rivers in Moldova and identification of high risk areas;
- detailed fully 2-dimensional hydraulic modelling of high risk rivers (about 3,400 km) to produce flood hazard and flood risk maps;
- identification of measures to reduce the flood risk;
- prioritisation of measures and development of a phased investment programme and a Short-Term Investment Plan (STIP).
To facilitate the discussion with the stakeholders and the decision-making process particular effort was given in the assessment of flood risk (taking into account social, economic and environmental impacts) at present state and with measures implemented and in the prioritisation of measures.
